What effective policies can be implemented to enhance the performance of real estate institutions? How can conflicts in roles, responsibilities, or powers among different institutions involved in real estate affairs be resolved in order to foster complementary relationships among them? To address these issues, we propose policies aimed at regulating the functioning of various types of real estate institutions.

This paper proposes intrusive policies to the legislative authority to address the issue of legislative inflation and redesign the real estate system to prevent overlapping between laws and define the competence of each institution concerned with real estate affairs. This will facilitate citizens’ real estate affairs by promoting cooperation between institutions instead of overlapping powers.

This paper tries to understand the impact of the abolishment of the real estate development law, it is crucial to consider the guarantees it provided for property and housing rights. It is important to examine these rights under the amended investment law.

The purpose of this research is to identify lessons learned from international experiences that could inform the design and implementation of solutions to address the numerous HLP issues faced by Syrians since the conflict.

It is challenging to talk about a post-conflict period in Syria, without knowledge of the violations that affected property and housing owners, as a result of the broad and systematic policies related to real estate and property rights that were, and still currently, carried out by the regime.

The research deals with the issue of property rights from a gender perspective, through five sections that varied between studying the legislative and legal framework for property and housing rights in international law and in Syrian legislation

Different types of ruling authorities presided over the Syrian state in recent history, and they had various and at times conflicting ideologies. However, the violation of property ownership rights continued. 

The aim is to form an objective approach to just solutions to the tragedy of Syrian displacement.

This report presents a comprehensive understanding of the real estate problem, in particular Law No. 10, to identify its reasons, risks of its application, and its relationship to the property problem in Syria; and to explain its provisions and shortcomings, and ways to overcome its repercussions.

This series of papers examines the implications of Law 10, issued by the Syrian regime to complement a series of legislation enacted since 2011. The law has raised fears among the forcibly displaced persons inside and outside of Syria about the possibility of expropriation of properties in the areas they were displaced from during the conflict.
