Laying the Groundwork for Judicial Reform in Syria

As part of its efforts to contribute to the success of the transitional phase, and in recognition of the central importance of judicial reform in the path toward democratic transformation, The Day After has issued a report on judicial reform.
The report provides an entry point for understanding the nature, structure, and competencies of the Syrian judiciary, as well as the transformations it underwent during the rule of the Ba’ath Party and in the aftermath of the 2011 uprising. It further examines judicial experiences across different areas of control, alongside a review of key judicial reform models in post-conflict contexts.
Building on this analysis, the report identifies the structural challenges facing the Syrian judiciary and ultimately advances a Syrian vision for judicial reform—one that is grounded in, and responsive to, the country’s specific realities.
