Shelter Programs and Housing, Land, and Property Rights Violations
Date: August 2025
This report, examines two interconnected cases: the seizure of properties and lands belonging to displaced people from Afrin after the “Olive Branch” operation and the construction of new villages on them, as well as the appropriation of privately-owned lands in rural Idlib for the construction of camps. The report explains how these actions were carried out through decisions by de facto authorities without respecting property rights as stipulated in Syrian law, and how military and political considerations played a role in perpetuating these violations.
